Gov. Abbott Announces Major Business Reopenings in Texas on May 1 [UPDATED]

After being criticized for two weeks as he allowed other state governors to get in front of him in opening their economies, Texas Governor Greg Abbott finally announced at a Monday press conference that he will allow major new business reopenings in his state beginning May 1.

Here are the Highlights:

– Abbott said he would allow the “stay-at-home” order issued on April 1 to expire as scheduled at midnight, April 30.

– What the Governor refers to as “Phase 1” reopenings will include businesses such as restaurants, theaters, salons, retailers and shopping malls being able to open their doors but limiting customer traffic to 25% of their allowed capacity. UPDATE: Salons will not be allowed to reopen on May 1. They may be allowed to reopen in Phase 2, on May 18.

UPDATE: Sole proprietorships may also reopen on May 1. One smart reader asks, what if you’re a sole proprietor who runs a barber shop? Good question.

– In less-populated counties that have experienced 5 or fewer Wuhan Virus cases thus far (which, as we have previously noted, includes more than half of the state’s 254 counties), businesses will be allowed up to 50% of capacity.

– Also allowed to reopen on May 1 are licensed medical practitioners such as doctors and dentists.

– Hospitals will also be allowed to take in additional patients and perform more elective surgical procedures, so long as they continue to reserve 15% of their bed space for COVID-19 patients.

– The Governor conditions these reopenings on the continued observation of social distancing guidelines that have been in effect since mid-March, and recommends – but does not require – citizens to wear masks while venturing outside the home.

He also specifically notes that his guidelines supersede local orders. This would specifically include the order issued last week by Harris County Judge Lina Hildalgo requiring her citizens to wear masks, subject to arrest and fines. Abbott noted that his order disallows local officials the ability to impose such penalties in their local orders.

– Gov. Abbott also said that sports activities will be allowed to resume on May 1, but only to the extent that they involve no more than 4 participants. So basically, we’re talking about golf, tennis and other similar sports.

All of that and more is part of Phase 1. I will update this piece with further information as it comes available.

The Governor also discussed Phase 2 of his plan, which would begin effective May 18, if – and it’s an important IF – the data shows that the state has not seen an increase in the number of Wuhan Virus cases in the two weeks following the beginning of Phase 1 on May 1.

Phase 2 would include the opening of additional businesses, the increasing of capacity usage, and the allowance of additional sports activities involving more participants. It would also include permission to hold summer camps subject to social distancing guidelines.

All in all, the Governor’s plan is exactly what millions of Texans have been waiting to hear from him in recent days: An aggressive, strategic approach to reopening Texas’s economy in a way that makes sense, and clearly demonstrates an awareness of the geographic and demographic diversity of this giant state. Obviously, the voices of those Texans have been heard in Austin, and the Governor and his Strike Force responded in a way that makes sense for everyone.

It’s nice to have some good news to report for a change.

    How about, who cares what the governor says and do what you will, and be responsible about it. How about government cant close businesses without monetary compensation. How about governors, commissioners, mayors, city councils, et all, take a class on Originalism Constitutionalism, and relearn what their delegated powers through consent actually mean. No one- in the course of ANY history has EVER put healthy people under house arrest due to an illness- ever. How about this whole thing is b.s….oh, and “corona/covid/ szechuan sniffles” doesnt use a curfew either, so the people do not require one either. Most people operate during the day- where most people are active, so why make a night ‘curfew’ when many people are asleep. So stupid.

      How about regular AMERICAN CITIZENS do the same? Make sure the class is from Hillsdale which is free and online. You don’t get course credit, but real constitutional knowledge unlike the PC version at every other HS, college and university

      How about more that 63 million out of 328 million vote FOR Trump this year, of which at least 260 million are eligible (over 17) to vote? Take away the 50 or so million idiots who actually voted for Walking Eagle plus the 15 or so million illegals, double voters and dead people and that leaves well over 125 million who didn’t vote either for Trump or Walking Eagle and other down ballot races in 2016.

      If we can’t get at least a 10% improvement FOR Trump and conservative Republicans then we don’t deserve to live in a free country. Simple as that. Voting is free and it is only done once every two to four years. Entirely too many “right” thinking Patriots took 2018 off. This can’t happen again this year!

      Just another thought. I recently (today?) heard NY cancelled their primary. I don’t give a damn about Biden, but what about Chuck the Schmuck and the Reps like AOC’s primary?

      And this Bull Schiff about online or mail in voting is just that: Bull Schiff. If I were AOC, I would want a “normal” primary, since she is so PNG in some “regular” Dem areas, the DNC Division of Voter Fraud could easily “mail” in a matching 16.000+ anti AOC votes in her district. Just Sayin’

      16,000 was all the votes she got in her primary ‘win’ against Crowley who was like the forth most senior Dem Rep. Congressional Districts each have about 750,000 people and she ‘won’ with 16,000. She is easily beatable, unless the Democrats are allowed to do what they always do

    Sir, I normally like most everything you share. This one time I beg to differ with you or any one else who ever dares to use the word ‘aggressive’* in, not the same sentence, but in the same article, when discussing Texas Governor Greg Abbott.

    Governor Abbott has been and is using the exact same ‘method of operation’ as any liberal democrat leader would use and that is; heavy handed, one-size-fits-all, US-Constitution-Be-Damned, it’s my way or the Highway.

    The way that the state of Georgia reopened is an example of ‘aggressive’.

    And please, don’t throw that fear mongering ‘people will die if they followed you advice’ garden fertilizer at me unless you are actually able to prove to me just how ‘herd immunity’ IS NOT WORKING IN CALIFORNIA, when clearly it is.

    I have never, in 64 years on this planet, ever once see a time when government intervention actually did anything good. Government experts have destroyed the lives of people who can ill-afford any more government intervention.

    You nor any one else can look me in the eyes and with a straight face tell me that not one single businessman in America has not committed suicide since this quarantine crap started because he watched everything he poured his heart and soul into wiped out & destroyed and he knows that he is now too old, too broke to attempt to start over from scratch.

    You nor any one else can look me in the eyes and with a straight face tell me that not one single abusive man in America has yet to strike a woman or child because he is so frustrated with suddenly not having any money (that $1,200.00 doesn’t make a wart on a person’s rear end) and had no way of getting any.

    The person lives of countless numbers of our brethren have been irreparably destroyed (their vitality, their enthusiasm, their zest for life, their imagination, their hopes, their dreams, their plans for their future are destroyed for What?) and I am about as broken hearted for them as I have ever been over anything else in my life.

    I Will Never Vote For Mister Abbott Again.

      I hear and feel your pain Noman.

      Hopefully most will rebound, but I agree with your points about the devastation this shutdown has wrought. But I blame a$$holes like Facui and the media for pushing this doom and gloom message and agenda.

      There will be massive changes coming from this, some bad, some good. The bad will hopefully fade as a bad memory for the ones hit hardest, the good will hopefully be long lasting and beneficial for most. As I have written here several times before, big and costly mistakes have been made. But once again the left has been exposed and their creditability has been further eroded.

      Please think about how much worse things would have been if Walking Eagle had been president.

      Our economy would have been destroyed beyond redemption. With Trump, we still have a glimmer of hope that we can recover and emerge stronger with more resiliency. This will only happen if Trump and the GOP beat whatever bozo the Dems ultimately run against him.

      And only by him winning bigly we do have a chance to see him, and us, beat the left and the Deep State.
